A popup window on the Tax Certificate screen allows you to pay for certificates that were not paid for when they were issued. It also allows you to reverse payments made for tax certificates without voiding the certificate itself. If you want to void the certificate and reverse the payment at the same time, see the instructions for Voiding a Tax Certificate or Bidders List. You cannot pay for voided certificates.
The following user entitlements must be set for each user who needs to pay or reverse payments on tax certificates. They are part of the Manage Certificates task.
To pay for or reverse payments on a certificate, you must have one of these jobs: Cashier1, CashierNo2, Head Cashier. See Tasks, Entitlements, and Jobs for more information.
ACTCERT: Allow access to the Tax Certificate screen.
CERTIFICATE_PAY: Check this entitlement for users allowed to pay for issued, but unpaid tax certificates, using the Pay/Reverse button on the Tax Certificate screen.
CERTIFICATE_REVERSE: Check this entitlement for users allowed to reverse payments for tax certificates, using the Pay/Reverse button on the Tax Certificate screen.
(v1 security only) Users must have two roles assigned in order to work with tax certificates. No other roles other than Connect and Inquiry are necessary.
ACT_FOUNDATION: Provides the basic underlying permissions to work in the Tax Collection System
MANAGE_TAX_CERTIFICATE: Provides the ability to work with tax certificates.
ENFORCE_TC_DEPOSITS_ONLY: Set to Y to force all tax certificate payments to have a system-generated deposit number that starts with 'TC' and to force certificate payments and reversals to be in a deposit having this format: TCYYMMDD, with the date begin the current day. If this is set to N (which is the default), you will be able to pay for certificates in a non-TC deposit. If set to D, the Deposit No. field will be blank and users will be forced to enter the name of an open deposit.
RF_DEPOSIT_LOCATION_NUM: (Hidalgo County only) The setting of this preference is also considered when creating tax certificate deposits automatically.
