PID Portfolios Processing

A portfolio consists of the properties that have been identified as belonging in the Public Improvement District (PID) and includes pertinent tax information such as property location, certified owner, and current year and total amounts due.

After logging in to your portfolio, you can add more accounts or delete accounts. There is no limit to the number of accounts you may have in the portfolio.

By September 1st each year, a PID representative will choose to save the selected accounts. When this is done a Save ID number is assigned. This number is used to identify the accounts to be included for the PID in the certified roll load process. Each time accounts are saved, a new Save ID number will be issued; however, the PID representative is to email the final Save ID number to the Tax Office at TaxIT@DallasCounty.org. This is the only method available to get accounts included on the tax roll.

To begin using these pages, you should contact the tax office to obtain a user name and password for your PID portfolio. You can then use the same user name and password every time you use these web site portfolio pages. The user name includes the appraisal district code and the PID unit to create when batch menu no. 1675 is run to put the data into the cert_pid table (for example, DID1_2202). Alternatively, PID accounts can be loaded into the CAD tables by running batch menu no. 863, Load PID Tax Units into CAD Tables.

The following user entitlements must be set for each user who needs access to the Batch Menu. They are part of the Run Batch Processes task. See Tasks, Entitlements, and Jobs for more information.

Entitlements:

BATCHMENU - check the box to see the Batch Menu.

BATCHREQUEST - check the box to see the Batch Request screen.

Client Preferences:

EMAIL_FOR_PID_PORTFOLIO_INFO - Set to the email address to use for sending saved portfolio information to the tax office (Dallas County only)

 

To add accounts and save (lock) a portfolio,

  1. Using the URL provided for PID portfolios, login to your portfolio with the user name and password given to you by the Dallas County Tax Office.
  2. To add accounts to your portfolio, you can either search for them or add them individually.

To search for accounts,

  1. Click the Search/Add Accounts link at the top of the screen.
  2. Click the appropriate radio button(s) for each step to choose search criteria.
  3. Click the Search button.
  4. Select the accounts you want to add to your portfolio by either checking the Select/Deselect All box or by checking box in the left column for the individual accounts you are adding.
  5. Click the Add These Accounts button.
  6. To put the portfolio accounts into a spreadsheet, click Export As Spreadsheet.

To enter individual account numbers,

  1. Click the Add Accounts link at the top of the screen.  
  2. Either key in or scan the account numbers.
  3. To add more accounts, click the Add Accounts link again.
  4. To put the portfolio accounts into a spreadsheet, click Export As Spreadsheet.

To delete accounts,

  1. Check the box in the left column for the accounts you want to remove.
  2. Click the Deleted Selected Accounts button.
  3. To put the portfolio accounts into a spreadsheet, click Export As Spreadsheet.

To save the accounts (lock the portfolio),

  1. When you have the correct accounts in the portfolio, check the box in the left column to select the accounts you are ready to lock.
  2. Click the Save Accounts button.
  3. Write down the Save ID number at the top of the next page.

Additional Actions

You can view your saved portfolio at any time by clicking the View Saved Portfolios link at the top of the page.  A list of all saved portfolios you’ve entered will be displayed.  

Click a Save ID to see a list of the accounts and amounts in that portfolio.

To email the portfolio to the tax office and to another email address, click Send Save ID to Tax Office. Enter a phone number and change the email address if desired, add a comment if desired, then click Submit. Emails containing the Save ID and other pertinent information about the portfolio will be sent to the tax office and to the email address entered.

To load PID accounts in a saved portfolio to the ACT 7 database,

  1. From the Main Menu, click on Products, then Batch Products.  The ACT Batch Menu will appear.
  2. Click on the Load PID Data from Saved Portfolios line, batch menu no. 1675.
  3. Press Enter.  The parameter screen for this report appears.
  4. Enter the Client ID for your tax office if it is not already there.
  5. Enter the Tax Year to Load; this is probably the new certified year.
  6. Enter one or more Save IDs, separated by commas or spaces.
  7. In the Process Option field, enter E for edit or U for update.
  8. Click Submit Job to start the process.  
  9. Click OK on the OK to Submit Job pop-up screen.
  10. To check when the process has been completed, see Previewing and Printing Reports. Two log files are produced that gives the number of accounts that were loaded and lists any accounts that were not loaded due to errors. The PID tax unit and appraisal district code are derived from the portfolio user name and should be in the Tax Unit Maintenance and Jurisdiction CAD Relation screens.
  11. If this has been done before the certified roll is loaded into the CAD tables, the data will be put into those tables and then applied to the 'real' production tables.
  12. To load additional or corrected PID units into the CAD tables, run batch menu no. 863, Load PID Tax Units into CAD Tables.
