The instructions below provide instructions for the processes that must be taken and notices that must be sent before a lien can actually be assessed. These are called 'pre-liens'. The instructions include how to create a pre-lien, change dates, and print notices and reports.
The following user entitlements must be set for each user who needs access to the Special Liens screens. They are part of the Update Special Liens, Run Special Liens Batch Processes, and View Only Special Liens tasks:
Only users having the Lien Users job can view or make changes to this screen. See Tasks, Entitlements, and Jobs for more information.
LIEN_MASTER: Grants users access to the Lien screens.
SPECIAL_LIENS_INSERT: Grants users permission to add new liens.
SPECIAL_LIENS_PRELIEN_UPDATE: Grants users permission to enter pre-lien expire dates on the Lien Detail Info screen.
LIEN_SHOW_PRELIEN_BUTTON: Set to Y to allow your tax office to use the pre-lien features. Set to N to prevent this functionality from being used.
LIEN_NUM_DAYS_EXPIRE: Set to the number of days to consider when setting the expire date on pre-lien notices.
CPA_NAME_ONLY: Set to the name of the tax collector-assessor or other official.
CPA_TITLE: Enter the title of the tax collector-assessor or other official.
LIEN_RELEASE_FEE: Enter the filing fee amount for liens. The default is 36.70.
LIEN_RELEASE_FEE_TAXUNIT: Enter the tax unit for storing the filing fee. It must be in the 9000 range. The default is 9010.
To add a new pre-lien:
If you are coming from another screen with an account that does not have a lien, the Lien Master screen will appear.
If you do not have an account yet, the Lien Search screen will appear. To search for an existing lien on this screen:

Another way to prevent notices from being printed for a specific pre-lien is to inactivate it, which you can do if you have printed at least one notice.

The Amount given on the Lien Master screen is the sum of the work amount due and the administrative fee (the sum of the two receivables).
Payments
At this point, payments can be accepted for the amount due. For instructions on taking payments, see Processing Advanced Payments.
